I think this is mostly beyond GIMP's control, since it sets the GtkHtml widget's zoom to 1.0, which should be normal. You have two options: set GIMP to use an external web browser for help, or right-click the documentation pane and click zoom in. The zoom setting is actually supposed to be saved across restarts, but that doesn't actually happen at the moment (I'll be filing a bug upstream about it).
