Debian Policy Manual states that 'Depends' declares an absolute dependency.
This is not the case with ifupdown as it works fine without it. Thus, I propose
to loosen it to 'Recommends'.

Furthermore, the absolute dependency enforces an indirect one on net-tools.
I could happily live without net-tools, as I use iproute2 exclusively, but many
programs require /etc/services and /etc/protocols to exist.
