It's designed this way on purpose.  The only one of the tools that uses
external unpackers is clamscan - all the others use the built in
unpackers in libclamav.

Upstream is not going to make this change, so it's up to you what you
want to do with the bug report - I can keep it open forever marked as
'won't fix' or I can close it at some point.
