To reproduce: start gnome-app-install in the ru_RU.UTF-8 locale, then go
to Audio & Video, and navigate to EasyTAG. In the upper panel, the
display looks like this:

The bug is about [unreadable Russian text]: "ЩРН ОПНЦПЮЛЛЮ ДКЪ..."
Should read: "это программа для..." (this is a program for...)
To recover the rest of the text:
echo "bad Russian text" | iconv -t koi8-r | iconv -f cp1251
OTOH, other Russian descriptions (e.g., for Ex Falso) are fine.
