I'm ok with losing the "The" in the short description, and making the
object plural.  I like 'utilities' better than 'tools', though, so the
short description in my revision control system is now "GNU compression
utilities".

However, I really don't like your long description proposal, for a
couple reasons.

While it's true that the origin of the name 'gzip' was 'GNU zip', trying
to call it this in a package description today is likely to create
confusion with the InfoZIP 'zip' program which is also packaged in
Debian and really isn't anything like gzip.

For the rest, it feels to me as though you're replacing a potential
confusion between gzip the tool and gzip the package with a description
that focuses on gzip the tool to the exclusion of the rest of the
package.  Doesn't feel like an improvement to me.

So, how about this for a long description:

        This package provides the standard GNU file compression
        utilities, which are also the default compression tools for
        Debian.  They typically operate on files with names ending in
        '.gz', but can also decompress files ending in '.Z' created with
        'compress'.
