While I hadn't noticed this mail to start with, I'll answer it now. I
submitted the man-db package to international translator teams by way of
the Translation Project some time ago:

The last update from French translators was in 2005; the last update
from German translators was in 2006. I would welcome translation effort
here, but cannot make it materialise out of nothing.
