Why? Because upstream rejected to add it to the FAQ? This is a misuse of 
README.Debian.
We have a package description already containing relevant information. Further 
idea.c
is not part of the gnupg source [1] and therefor also not part of the Debian 
package.
This is not a suprise to the user, that we have to document in README.Debian. 
Further
upstream provides enough information.

I don't see a compelling reason to add this information.
