Back in 3.8/3.9 days I didn't implement speech-dispatcher support since
that would have required NEW processing and I was mostly busy with
getting FTBFS bugs fixed.  Patches welcome if you feel
the need for it is great enough.  Frankly, I tried speech support
in BRLTTY several times, but I just dont feel it is very useful
without keyboard control.  Speech would be very useful
in cases where your braille display is not available...  But since
things like "SayAll" dont work really good in console apps
per design, I dont see very much use for it.
