Hi, this bug is fixed in version 0.7.11 of apt (rev. 1585..1586 in the debian-sid branch). If this is a problem for etch->lenny upgrades, this change needs to be either backported to etch or a workaround needs to be applied. There is some information in http://launchpad.net/bugs/217435 what can be done to work around the problem.
