A udeb was recently removed. In our opinion there should be no reason why the _installer_ needs to be aware it's installing to a laptop or not.
Any reason you cannot just chroot into /target and run laptop-detect there? You'll have to provide a much better/clearer use-case scenario before we'll allow a udeb to be reintroduced.
