"When configured with PAM, in.rshd can be configured to look for or ignore /etc/nologin via pam_nologin. However, if /etc/pam.d/rsh is configured to ignore pam_nologin, rsh login can still fail since /etc/nologin is checked directly in the rshd.c source code. If netkit-rsh is configured to use PAM then nologin shouldn't be checked. (or it should be configurable)" The culprit is at netkit-rsh-0.17/rshd/rshd.c line 486
