The current version of libfam0 (2.7.0-13.3) does not Depends: fam but instead Recommends: it. So if I understand you correctly, your recommendation has already been implemented, and it does not appear to have anything to do with #400836 (which is about kdelibs4c2a's dependency on libfam0).
