freeradius init script creates /var/run/freeradius/freeradius.pid, but
this pid file is empty.  Consequently "/etc/init.d/freeradius stop"
will not stop the daemon.

If you try to stop from the commandline:

# start-stop-daemon --stop --retry=TERM/30/KILL/5 
--pidfile=/var/run/freeradius/freeradius.pid 
No process in pidfile `/var/run/freeradius/freeradius.pid' found running; none 
killed.
