The oui.txt file is provided by the following packages:
$ apt-file search oui.txt
arp-scan: /usr/share/arp-scan/ieee-oui.txt
arpalert: /etc/arpalert/oui.txt
btscanner: /usr/share/btscanner/oui.txt
ntop: /etc/ntop/oui.txt
ocsinventory-reports:
/usr/share/ocsinventory-server/ocsreports/files/oui.txt
Sadly none of them can be expected to be installed on a large
amount of servers.
I would propose to let your package install a /usr/share/misc/oui.txt
as it is the smallest (arpalert installs a daemon which may not
be wanted).
It would be nice if the package would contain a /usr/bin/update-oui
script (analogous to update-pciids) which would download the ieee-oui
and iab-oui masters.
It would also be nice if the final oui.txt would be a combined version
of the two and mac-vendors.txt so that applications can more easily
grep.
