This is already possible by using the -c and -l options (and a bash 
alias). It is probably also possible by 
copying /etc/apt/apt-file.conf to ~/.apt-file.conf and adding the 
options there, but I haven't tried. We could document one of these 
ways in the man page.

I don't think there is any code change we should make for this bug.
