Package: sendmail-cf Version: 8.13.8-3 debian-mta.m4 and debian-msp.m4 both set confNO_RCPT_ACTION to "add-to-undisclosed". This causes sendmail to add To: header when To: Cc: and Bcc: headers are not present, which results in lower spam score when SpamAssassin parses the message - nonexistent To: header scores by 1.3 which is pretty enough in many cases.
This applies when SA is called from procmail or manually - luckily milter is called before sendmail adds the header.
