actually, what is says is "the cacti package" (different package) must be
configured to use spine. that is, once you install spine and configure it
correctly, you must still log into the web interface of a seperate
application (cacti) and configure it to read the data from this program.

given the above, do you still say the same applies? i would personally find
the installation non-intuitive otherwise, but i guess i could see the
argument for README.Debian instead of the debconf note.
