This is not actually a bug but in the way xorg input hotplugging is
currently configured and is simply triggered by the latest hal upgrade.
Raise the severity to prevent this hal version from entering testing.

Michael, would you consider adding the attached version of x11-input.fdi
to hal for now?  This doesn't change anything for keyboards, only
mice/touchpads, so wouldn't cause the same problems as the previous
version.  We can revisit the keyboard stuff after lenny.

What do you think about adding a keyboard section, but commented out?
With comments for the various available keys (at least the important ones), like input.xkb.layout.
On the other hand, the file would be installed to /usr/share/hal/fdi, so
probably only few people would look at it anyways.
