This is actually an upstream bug, and I've already filed a CPAN bug report against the libnet package containing two proposed patches - http://rt.cpan.org/Ticket/Display.html?id=37700 - yet after a brief discussion on the debian-perl mailing list here's a bug report to let you know about this :) The problem is that Net::FTP does not play nice with FTP servers which close a data connection immediately after sending an error response to a RETR command. This, incidentally, breaks uscan for packages that live on such servers, such as the dante package that I'm in the process of adopting.
