If you want to change the Debian policy that maintainer scripts may
create directories under /usr/local, please discuss this on
debian-devel.

While I have an idea how to prevent the warning, there is probably not
much to do if the server is unresponsive and does not return ENOENT in
time. Many programs will have problems in that case.
