From the kernel's point of view, this is simply not a bug - a private API
not exported to userspace [1] "simply" got removed. This has always been a
bug in the lirc upstream source and just cannot be circumvented by building
against full kernel sources (or shipping private bttv.h copies in 
lirc-modules-source) anymore, but requires larger changes in lirc_gpio's 
upstream code.

I'm sorry to say this, but this bug is not fixable for Debian's lirc 
packaging and requires extensive upstream changes, lirc_gpio has therefore 
been disabled from being built for the time being. I will probably have to 
tag #471383, #375006, #436166, #471301, #471383 wontfix/ upstream in a few 
days and hope that a new upstream version will fix lirc_gpio one day (even 
though I do not see any changes in this direction in the upstream CVS yet).
