sorry for the missing changelog information.
To be honest I removed the debconf stuff as this was my first Debian
package and I'm not aware of the debconf stuff (yet?).
As I thought that this is not real manadatory for such a small package
like phpsysinfo I decided together with the old Maintainer that it can
be left out.

Sure. But, while I see that you removed the debconf questions (why, by
the way, were they obsolete?), I don't see any mention of the removal
in the changelog file..:-)
