But isn't a package to be supposed to be installed without having to
provide preseeding data at all? (Just assuming some defaults is
something coming into my mind.)

When manually applying your debconf selection it works, though I
can't install nufw in interactive mode *without* manually providing
debconf stuff at all as well:

# dpkg --list ssl-cert
[...]
ii  ssl-cert                1.0.22                  simple debconf wrapper for 
OpenSSL

# debconf-get-selections | grep ssl-cert
ssl-cert        make-ssl-cert/vulnerable_prng   note
ssl-cert        make-ssl-cert/hostname  string  localhost

# apt-get install nufw
[...]
Setting up nufw (2.2.15-1) ...
dpkg: error processing nufw (--configure):
 subprocess post-installation script returned error exit status 10
Errors were encountered while processing:
 nufw
Cannot find /proc/version - is /proc mounted?
E: Sub-process /usr/bin/dpkg returned an error code (1)

So IMO it's still an issue.
