I am experiencing also this bug. I have the following maybe helpful (??)
additional data.

All was working OK on my laptop with the following packages:

synaptic 0.62.1
update-manager (0.42.2ubuntu22-15)
update-notifier (0.59.5.debian-1)

(I have actually no idea how the ubuntu package was installed...!?!)

Yesterday  "apt-get dist-upgrade" updated the latter two packages:

update-manager (0.42.2ubuntu22-15) to 0.68.debian-6
update-notifier (0.59.5.debian-1) to 0.70.7.debian-3

and it installed

update-manager-core (0.68.debian-6)
update-notifier-common (0.70.7.debian-3)

And after that update, I can no longer get a "change repository" dialog
box in synaptic. (Immediately prior to that update, I did get the dialog.
I was paying attention, because this was broken on a different
machine that I have. THe already-broken machine had already update-manager-core
present; I'm not sure why my laptop didn't until yesterday).
