Furthermore fop's current upstream maintainer, Ondřej Vašík, has told me in a private mail that he considers to add support for the dblatex backend in a future xmlto version, which is another alternative to passivetex. Thus forget about your anger, try to motivate the maintainers and authors (it's all voluntary work after all), and the situation should improve further.
