darcsweb already picks out the description from
_darcs/third_party/darcsweb/desc, because of the lack of a common place
for a description.

If there is some other tool that uses (or agrees to use)
_darcs/prefs/description (or equivalent), I'd be glad to make darcsweb
use it too (actually only the first line, because repository
descriptions for darcsweb must be only one-liners because of interface
reasons).

Regarding the use of motd as an "extended description" to use in the
project's summary, I'm not sure it fits. motd is, well, "message of the
day". But if people and documentation agree that's a reasonable usage, I
don't mind implementing as well.

So, in summary:

 - If you know there is some other tool that uses
   _darcs/prefs/description, let me know and I'd be glad to make
   darcsweb use it.
 - If you want darcsweb to use motd as an extended description, ask in
   darcs' users list. If there is a reasonable agreement that it's an
   appropriate use for motd, I'll implement it.
