When I did my test, my system was partially upgraded. I had seen the pam changelog entry in apt-listchanges and had incorrectly assumed that all pam packages had been upgraded. Now that all new pam packages are in the mirror I use, my system is fully upgraded and SHA password hashes do work. I am going to close this bug...
