I looked at the patch and was thinking that it might be a better idea to
make it a bit more generic, like a scp_options option that could be used
with more than -l.  This is in the interest of keeping config options in
dput to the minimum.  Ofcourse we would have to leave scp_compress as is
for backward compatibility.

Does that make sense?

PS: I was wondering if you use this feature of scp often.  Looks like
the submitter wanted a more protocol-indep solution to the bandwidth
problem.
