Well, I have in production a 1.3.0-19etch1 with authoritative MySQL
on pure etch boxes without annoyances, for hundreds of users. 
So, I guess you are experiencing some configuration issues.
Also I see the sql module is used in the log and
ignored (due to non-authoritative configuration).
