Yes, in the upstream package NEWS -> HISTORY -> ChangeLog, but only NEWS
and ChangeLog are being installed. I'll fix this in my next upload.

Hi, the symlink /usr/share/doc/libcdd-dev/NEWS points to
/usr/share/doc/libcdd-dev/HISTORY, but the latter file doesn't exist in this
package. Perhaps an oversight in the packaging?
