I have folloing locale settings:
LC_CTYPE=ru_RU.UTF-8
LC_MESSAGES=C
As you see, I ask all programs to write messages in English; however,
I'd like to be able read and write in Russian when really necessary.
When I start emacs the first time, it recommends to read tutorial
(excellent behaviour!). However, it shows the tutorial in Russian
language, completely ignoring my LC_MESSAGES setting.
If I set LC_CTYPE=C, I see English tutorial regardless of other locale
variables settings, which is also incorrect. Tutorial language,
together with other messages, should depend on LC_MESSAGES.
