I don't agree, sorry.  B:OP:HTTPS is a base class for use by processor 
modules, not a shared library.

If you want to do the extra work to create and maintain a separate 
libbusiness-onlinepayment-https-perl package, you are welcome to.  The 
dependencies could be set in such as way as to satisfy you in that case.  
Personally I don't think it is worth the effort nor package bloat, but I 
would not refuse patches from someone who commits to maintain the 
changes.
