I can't confirm this problem. I also think fai-mirror tells you that something was bad, so it's your fault for use this faulty mirror. Then again fai-cd will tell you what goes wrong.
The cause of the problem to download this file http://www.informatik.uni-koeln.de/fai/download/dists/etch/koeln/binary-i386/Packages.bz2 is fixed IMO. I can download this file without any problems.
