Well, the right way would be not+linux but it isn˙˙t in type-handling
(which is inconsistent since linux is provided on linux arches).

IMHO, the right way should be to specify "network-manager-dev [linux-any]",
but only dpkg supports this syntax so far.

as not+linux-gnu is also provided by type-handling
on armel.

Isn˙˙t it a bug in type-handling? Otherwise I must be confused about the
meaning of linux-gnu.

It might be, especially as

"type-handling any linux" produces
alpha amd64 arm armeb armel hppa i386 ia64 lpia m32r m68k mips mipsel powerpc 
ppc64 s390 s390x sh3 sh3eb sh4 sh4eb sparc
