This is in part because of a patch that was removed from directfb and the fact that Lenny might have older sysv-rc package.
The new initrc scripts use /etc/console.d/ and /etc/kbd/ to run extra scripts while the console or keyboard, respectively, are being setup. See Splashy's FAQ on the wiki for a work around.
