Dpkg does not start by itself. The user has the possibility to use nice in its apt-get/aptitude call and it will be "forwarded" to the dpkg calls. Furthermore, it's not really the CPU but the I/O that are likely to slow down your machine. In the end, I really don't see this as a desirable dpkg feature. Since dokg is changing the system, it's best when to do it ASAP to limit the risk of interruption during its work and to limit the downtime of any service.
