In the README.Debian file the following directive is given:

    Alias /phpmyadmin /usr/share/phpmyadmin

      to the /etc/phpmyadmin/apache.conf file.

This file doesn't appear to be used anymore.  It should refer to
/etc/apache/conf.d/phpmyadmin.conf .
