in README.Debian the following is written.
# sudo -H -u gitosis gitosis-init < SSH_KEY.pub
For me this implies that a root shell is needed.
But I think it is not required. Could you please change this to
$ sudo -H -u gitosis gitosis-init < SSH_KEY.pub
