Currently, you cannot install the postgresql server without installing
postgresql-common. and postgresql-common depends on ssl-cert, which
brings in its own dependencies. There are reasonable (if unusual)
systems where installing the ssl-cert package is excessive and
unwanted for a postgresql server, including:
* systems that do not provide TCP/IP connections to the database
server at all
* systems that have a site-specific policy related to how their TLS
certifications should be created and used which are not in line
with the snakeoil certificate created by ssl-cert
Having ssl-cert set as a hard Depends: forces unnecessary packages to
be installed on these reasonable systems that would otherwise be
perfectly functional.
Debian policy [0] says:
The Depends field should be used if the depended-on package is
required for the depending package to provide a significant amount
of functionality.
and:
The Recommends field should list packages that would be found
together with this one in all but unusual installations.
ssl-cert falls into the Recommends category more than the Depends
category with respect to postgresql-common.
