4.9 Main building script: debian/rules

It should be made clear that debian/rules is no longer a
user/developer usable interface but has to be called through
dpkg-buildpackage.

4.9.1 debian/rules and DEB_BUILD_OPTIONS

Since dpkg-buildpackage already parses DEB_BUILD_OPTIONS for noopt and
adjusts CFLAGS, CXXFLAGS, ... for it that part should be revised.

It should be documented what variables dpkg-buildpackage actualy sets
and how (e.g. that it does handle noopt already).
