Bug#312818: iso9660 volumes should have "utf8" option

Just like vfat volumes, iso9660 volumes should have the "utf8" option 
set. This could probably be done by modifying 
/usr/share/hal/fdi/90defaultpolicy/storage-policy.fdi, adding a similar 
entry for "iso9660" as already exists for "vfat".
