I can see this Bug on my German testing system but only when using urxvt in tabbed mode. Characters like ~, ` or ^ which can be entered by using -- in case of ~ AltGr+'+' followed by an space -- do not work in urxvt, seems to affect all caracters that expect an pressing space as second part of the input.
