As I understand it this is okay. Pre-Depends should be "used sparingly, preferably only by packages whose premature upgrade or installation would hamper the ability of the system to continue with any upgrade that might be in progress." and indeed the installation does continue successfully. The author of dbconfig-common suggests that it shouldn't need to be installed with Pre-Depends, so I am not inclined to change this now so close to the release of lenny. Leaving the bug open though, for future discussion, since I do realise it is somewhat confusing to have the error.
