Policy (version 3.8.0.1) §10.2 states:

    Shared object files (often .so files) that are not public 
    libraries, that is, they are not meant to be linked to by third 
    party executables (binaries of other packages), should be 
    installed in subdirectories of the /usr/lib directory. Such files 
    are exempt from the rules that govern ordinary shared libraries, 
    except that they must not be installed executable and should be 
    stripped.

This bug reports a violation of that policy, specifically that “Such 
files … must not be installed executable”.

A bug report for violating a “must” policy directive is reporting a 
'serious' severity bug. Without an explanation in the bug report for 
why this is not violating the above “must” policy directive, please 
leave its severity at 'serious'.
