Nope, it should start with the user session. That's a very likely culprit for the whole problem. Yes, it's a possibility, but if my last assumption is right, it's a hard to categorize bug because even if I add a "Depends" on gconfd and you have it installed, there are no guaranties you'll actually be running it in your session and the bug would happen again. I can't - as a packager - enforce relationships on running programs.
