I have a dual-boot laptop and the BIOS clock is set to localtime but it
doesn't know that daylight saving has begin. 

I downloaded and installed the latest tzdata files from upstreaming
following the instructions on http://wiki.debian.org/TimeZoneChanges

The installation went well, but the time did not change.

I guess that the start up scripts that set the system clock to UTC
assume that the localtime is correct.
