Ok, now i understand better what you mean. It's not a bad idea, even if
people that install mapserv should know it utility and it use. If
Francesco agree, i'll try to just add a working demo in the
mapserver-doc package when i'll update the debian package (probably when
MapServer 5.2.1 will be released).

It is just a sugestion.
Check out my server with the package and see how it runs. I would say
only partially. I don't know the reason.

When people install a package like wordpress on debian they already
have a wordpress running. The same would be nice for mapserver. To
have a sample project running with just one apt-get distance.
I think it would be a nice idea.
