In order to notify update-notifier which in turn notifies the user that the system should be restarted the executable /usr/share/update-notifier/notify-reboot-required should be called when a new kernel is installed (see /usr/share/doc/update-notifier/README.reboot-required.Debian). If you think the update-notifier package should do this instead (e.g. by placing something in /etc/kernel/postinst.d) please reassign this bug.
