The ntpdate package contains a script /etc/network/if-up.d/ntpdate which is executed whenever a network interface is brought up. During normal startup, before this script finishes, /etc/rc*.d/S23ntpd is called. ntpd is started, fails to bind to port 123 (because ntpdate is still running) and immediately exits. /etc/network/if-up.d/ntpdate and /etc/init.d/ntpd try to use a lock file to prevent this - but this works only if lockfile-progs is installed, which wasn't the case on my system.
