The packages installs with this definition in templates/comments.tmpl for the
CommentPlugin:

However, the built-in templates are installed by the package in CommentsTmpl,
not CommentPlugin, so as configured none can be found.
A second issue is that CommentsTmpl is defined in the TWiki web. The reference
to it must be fully qualified for the CommentPlugin to find the templates from
any
user-defined web. This definition works well:
